OPE and the CIGs have in the past constantly sought to find other means to fund their projects so as to limit their dependence on the Ministry of Labour and Employment to the maximum. Some 60% of the budget comes from the public sphere, while additional resources are also made available by the municipalities in which the network is active. OPE invoices the beneficiaries for a part of the services provided, so that the revenues can be used again for local investments.

In 10 years of activity, the OPE network has contributed €85 million to the local development of Luxembourg. 80% of the global budget, i.e. €70 million, were injected in payroll costs. 5,000 people were taken on in the network during this period, and 1,000 long-term jobs were created. The purchasing power of these people has been directly beneficial to the economy of the municipalities and of the country.
